If you are flying to Hainan to meet a partner, visit a factory or discuss setting up a company, you may be able to enter without applying for a visa first. The catch is that “visa-free Hainan” can mean three different routes. They do not all let you stay for the same length of time or travel to the same places.
As of 13 October 2026, Hainan's own policy allows ordinary passport holders from 61 countries to enter through an open port in Hainan for up to 30 days. Short commercial activities and trade visits are among the permitted purposes. Employment and long-term study are not. Some visitors can instead use a nationwide visa waiver, which has a wider travel area, or 240-hour visa-free transit, which requires an onward journey to a third country or region.
This guide helps you choose the right route before you book flights. The Hainan government's current policy page has the full country lists; check your passport against it shortly before travel because entry policies can change.
Which visa-free route fits your trip?
| Your situation | Route to check | The point that changes your itinerary |
|---|---|---|
| Your passport qualifies for a nationwide mutual or unilateral waiver | Nationwide visa-free entry | It applies at open ports across China. The permitted stay and purposes depend on the particular arrangement for your passport. |
| Your passport is on Hainan's 61-country list and you plan to enter through an open port in Hainan | Hainan's 30-day visa-free entry | You may visit for permitted short-term purposes, but this route limits your stay to Hainan Province. |
| You have a confirmed onward ticket to a third country or region and meet the transit rules | 240-hour visa-free transit | Entry must be through a designated port and travel must stay within the permitted area. An ordinary return trip to the place you came from does not meet the third-destination requirement. |
Do not choose a route simply because its headline says “visa-free”. Start with your passport nationality, purpose, first port of entry, onward itinerary and planned travel area. Hainan's government recommends using a nationwide waiver when you qualify for one. Its policy page identifies, for example, US, Indonesian, Philippine and Vietnamese passport holders among those eligible for Hainan's regional policy; the nationwide position differs by nationality. Singaporean, Malaysian and Thai visitors should also check their applicable nationwide arrangements rather than assume the Hainan-only restriction is necessary.
Can I attend business meetings without a visa?
Under Hainan's 61-country policy, permitted purposes include commercial activities, trade, visits and exchanges, and exhibitions. A short trip to meet an accountant, inspect premises or discuss a proposed investment fits the kind of visit the policy describes. Keep a clear itinerary and documents showing whom you will meet and why you are visiting, in case you are asked about your plans on arrival.
A short business visit is different from taking up employment. The National Immigration Administration says activities requiring prior approval, including work, study and news reporting, still need the appropriate visa. If you intend to run the company on the ground or move to Hainan, check the separate work permit and visa requirements for foreign founders.
Visa-free entry also does not register a company for you. Identity checks, shareholder documents, a suitable address, business scope, tax setup and a bank's own checks are separate steps. Our Hainan company setup guide covers that process.
Can I fly into Shanghai or Beijing first, then go to Hainan?
Do not assume Hainan's regional waiver covers an earlier entry into mainland China. That waiver is for entry through open ports in Hainan, including Haikou Meilan, Sanya Phoenix and Qionghai Boao airports. If your flight first clears Chinese immigration in another mainland city, check whether a nationwide waiver, a valid visa or a qualifying transit arrangement covers that first entry.
This matters for a common business itinerary: Singapore → Shanghai meetings → Haikou → Singapore. Whether it works visa-free depends on your passport and the nationwide rules; the Hainan-only policy is not permission for the Shanghai leg. Check the route before buying a non-refundable ticket.
Can I leave Hainan for the rest of China?
If you enter under Hainan's 61-country policy, your permitted activity area is Hainan Province. The Hainan government guidance says travellers who need to visit other parts of mainland China for legitimate reasons should apply to Hainan's exit-entry authorities for a visa before leaving the province. Do not treat a domestic flight or train ticket as an automatic extension of your entry permission.
If you entered under a nationwide waiver, its travel area is broader. If you used 240-hour transit, follow that route's designated ports, third-destination ticket and permitted-area rules. The same passport may qualify for more than one route, but the conditions of the route used at entry matter.
A quick check before you travel
- Check your ordinary passport against the current country lists on the official Hainan visa-free policy page.
- Map every stop, including where you first clear Chinese immigration and whether you will leave Hainan.
- Choose the entry route that matches your nationality, purpose and itinerary. For transit, confirm the onward ticket is to a third country or region.
- Separate meetings from work. If the trip involves employment, long-term study or another activity requiring prior approval, arrange the proper permission before travel.
- Plan accommodation registration. Hotels normally handle it; if you stay elsewhere, Hainan's guidance says you or your host should register with the local public security authority within 24 hours of arrival.
- Recheck shortly before departure. Airline boarding checks and border decisions use the rules in force when you travel, not the date this article was written.
