Domicile on the licence
The registered address is a public legal contact point printed on the business licence. Registration requires address-related documents or a locally permitted declaration or hosting route.

Registered office address · WFOE domicile · Address hosting
A China company must register one legal domicile. A park, hosted, shared or serviced-office arrangement can work only when local rules allow it, the activity does not require dedicated premises, and official mail and inspections can reach the company.
01 / Start with the legal category
Article 11 of the Regulations on the Registration of Market Entities says a market entity registers one domicile or principal place of business. Provinces may make their own more convenient rules, which is why an arrangement accepted in Hainan may not be accepted for the same activity in another city.
Read the national registration regulation →The registered address is a public legal contact point printed on the business licence. Registration requires address-related documents or a locally permitted declaration or hosting route.
Where staff work, goods are stored or customers are received may be the same place or a separately filed operating location. A registration address does not override fire, environmental, planning or sector-licence rules.
Authorities use the address to contact and inspect the company. A provider that merely lends an address but cannot receive mail or locate the company defeats the core purpose of registration.
Some local rules allow multiple entities at one property or approved hosted address. That does not mean any apartment, mailbox or provider can be used without proof and local acceptance.
02 / Identify what you are buying
Ask for the legal structure and filing documents, not just the product name. Price and appearance tell you little about whether registration, mail handling, banking and later inspections will work.
| Arrangement | Best fit | Evidence to inspect | Main limitation |
|---|---|---|---|
| Government or industrial park address | Activities the park is authorised and equipped to host, often within its target industries. | Park eligibility, address-use or hosting agreement, property evidence and provider authority. | May require the company to meet an industry, tax-contribution or operating commitment. |
| Approved residence hosting | Consulting, e-commerce, planning and other activities that genuinely need no fixed operating premises. | Host qualification, written hosting contract, mail and inspection procedures, current registry status. | Not available to every entity type or activity; the host has ongoing control duties. |
| Serviced office | Small service businesses needing reception, meeting rooms, mail and credible access for bank KYC. | Lease or licence to occupy, ownership or master lease, room allocation, signage and reception service. | A desk does not make a food, manufacturing, warehousing or other premises-dependent activity compliant. |
| Dedicated leased office | Staffed operations, regulated activities and businesses expecting customers, stock or inspections. | Ownership certificate, lease, permitted property use, landlord consent and any premises approvals. | Higher cost and a longer commitment; relocation later triggers registration and dependent-system updates. |
03 / Compare cost and local rules
The quote depends on the city and district, property type, host qualification, activity, mail and inspection service, lease term, tax or park commitments, and whether a real desk or room is included. Compare written scopes rather than headline annual fees.
Confirm the legal route, property evidence, exact room identifier, mail handling, inspection cooperation, renewal terms and address-change support. A cheap mailbox with none of these controls can create a larger remediation cost later.
Price normally changes with usable space, reception, meeting rooms, signage, access hours, utilities and lease term. Confirm whether the document you sign actually gives the company a registrable right to use the premises.
Budget separately for deposits, property management, relocation filings, licence amendments, bank updates, tax and customs updates, courier forwarding and any early-termination charge.
| Local example | What the current rule illustrates | What it does not mean |
|---|---|---|
| Shanghai | The 2024 municipal measures permit the same non-residential address for related entities, qualifying private-fund structures and approved centralised registration locations. | Unrelated companies cannot automatically share any ordinary office or residential address. |
| Hainan | The 2025 system includes self-declaration, evidence-based filing and a specific “one address, multiple licences” route; eligible service businesses may also use regulated domicile hosting. | Every activity or every provider is not automatically eligible, and an address alone does not establish substantive operation. |
| Hengqin, Guangdong | Its local measures provide routes for related enterprises sharing qualifying non-residential premises, cluster registration and centralised office areas. | A Hengqin rule should not be applied to another Guangdong city without checking that city's current measures. |

04 / Hainan-specific route
The Hainan Market Entity Domicile Hosting Measures, effective 1 May 2024, define hosting for market entities carrying on e-commerce, consulting, planning and similar activities that do not require a fixed domicile. Eligible hosts include qualifying law firms, accounting firms, tax firms and business-secretarial companies. Individual businesses and branches are excluded from this particular hosting route.
Who may use it
The business description must be credible without a dedicated site. Customer-facing, storage, production and regulated activities should be screened out before an address contract is signed.
What the host must do
A proper host is part of the compliance chain: it receives legal documents and mail, maintains current contact information and cooperates with regulatory checks. Ask how and when notices are forwarded.
How registration works
Hainan's 2025 address rules describe self-declaration, non-self-declaration with uploaded use evidence, and “one address, multiple licences”. The filing mode depends on the property record and applicant; it is not chosen solely by the provider.
Hainan also has a separate cluster-registration framework for qualifying platform-based individual businesses. That regime is limited by entity type, online-only operation, approved activity lists and Hainan residence conditions. It is not a general WFOE virtual-office rule.

05 / Due diligence before price
Search the provider's Chinese legal name and Unified Social Credit Code on the official registry. Check its status, address and abnormal-operations record. Ask for the property documents and the exact agreement that will support your filing; a screenshot saying “approved address” is not evidence.
Use the China business-licence verification guide →The registration filing, bank application, tax records, website, contracts and staff arrangements should describe the same business. If the licence says consulting at a hosted address but bank documents show warehousing and product dispatch, expect questions.
06 / The real address risk
Under the Administrative Measures for the List of Enterprises with Abnormal Operations, revised in 2025, a company that cannot be contacted through its registered domicile or operating premises is placed on the public abnormal-operations list.
How it is established
The authority may send two dedicated letters to the registered address. If neither is signed for, the company is treated as unreachable. The mailings must be at least 15 and no more than 30 days apart.
What happens next
The listing appears on the National Enterprise Credit Information Publicity System. Banks, customers and counterparties can see that the company was unreachable at its registered address.
How to correct it
The company must either prove it can again be reached at the registered address or complete an address change, then follow the applicable credit-repair procedure.
Provider control
The hosting contract should require same-day notice of government, court, tax, bank and licensing mail and preserve a delivery record. “Mail collection available” is too vague.
07 / Registration is only one test
A registration authority accepting an address does not oblige a bank to open an account. Prepare a consistent explanation of management, staff, customers, contracts, transaction flows, records and where the business actually operates. Ask whether the selected branch will visit the premises or accept a hosted or serviced office for your activity.
Read the bank-account guide →Hainan tax
A Hainan business licence or hosted address does not by itself qualify a company for the 15% corporate income-tax rate. Qualifying activity and substantive operations are separate tests involving the real business, personnel, accounts and assets.

The right answer depends on the city, activity, entity type and the actual property or hosting arrangement.
There is no single nationwide legal category called a virtual office. A park address, approved hosting arrangement, shared office or serviced office may be accepted where local rules allow it and the activity does not require dedicated premises. The exact property evidence and filing route must be checked in the city of registration.
Yes. A market entity registers one domicile or principal place of business, and the address is printed on its business licence. Local rules determine whether the filing uses property documents, an address declaration, one-address-multiple-licences treatment or an approved hosting arrangement.
The registered address is the company's public legal domicile and contact point. An operating address is where staff, customers, stock or equipment are actually located. They may be the same, but a hosted registration address does not remove the need to file or license a separate operating site where local or sector rules require one.
Potentially, if the local rules cover foreign-invested companies, the host is qualified, the business can credibly operate without dedicated premises and the filing documents are accepted. A label such as WFOE virtual address does not create eligibility by itself.
Manufacturing, warehousing, food service, retail open to the public and activities requiring fire, environmental, health, education or other site-specific approval normally need premises that meet those requirements. Any business with staff, stock, equipment or regular customer visits should test its real operating location before choosing a hosted address.
Hainan's 2024 Domicile Hosting Measures allow qualifying market entities engaged in e-commerce, consulting, planning and similar activities that do not need a fixed domicile to use an eligible host such as a qualifying law, accounting or tax firm or business-secretarial company. Individual businesses and branches are excluded from this specific hosting route.
No. Hainan's platform-economy cluster-registration rules apply to qualifying individual businesses conducting online activity through approved platforms and impose specific activity and residence conditions. A foreign-invested limited company should not be sold that product as if it were a general WFOE virtual-address rule.
Ask for the full address, property ownership or master-lease evidence, landlord and subletting consent where relevant, the provider's authority to host entities, the exact address-use or hosting agreement, and written procedures for mail, inspections, renewal and relocation. Verify the provider's Chinese legal name and credit record on the official registry.
Not automatically. Registration acceptance does not bind the bank. The branch may ask where management, staff, records, customers and stock are located, inspect the premises or require a dedicated office for the proposed business model.
No. A Hainan licence or address alone is not substantive operation. The company must satisfy the encouraged-industry and substantive-operation conditions, including evidence around its real business, personnel, financial accounts and assets.
The company may be placed on the public abnormal-operations list for being unreachable at its registered domicile. Under the 2025 SAMR rules, two dedicated letters returned unsigned, sent between 15 and 30 days apart, can establish that the company cannot be contacted.
The company should arrange a replacement address and complete the amendment registration rather than continuing to use an address it no longer controls. A cross-jurisdiction move is filed with the authority at the new location before the move, and the new licence, tax, bank, customs, permits, contracts and public contact details may all require updates.
