Moving from Singapore to China: Tax and Take-Home Pay

By Zhongzhi International Published 9 min read

To compare a China job offer with your Singapore package, ask for an annual pay breakdown covering Chinese income tax, employee contributions, CPF treatment and benefits. Compare the cash you can spend alongside the retirement savings and benefits you will keep or lose. A higher gross salary does not settle the decision.

This guide is for people moving from Singapore to work physically in mainland China, including employees taking a local role and founders drawing employment income. It is particularly relevant if you will keep a mortgage or family expenses in Singapore while paying for a second home in China.

Your passport, employment arrangement and tax residence matter. CPF rules for Singapore citizens and permanent residents cannot simply be applied to every person relocating from Singapore.

Start with the contract and the place where you will work

Confirm whether you are joining a Chinese employer, remaining with your Singapore employer on an overseas posting, or moving to another group company. Ask which entity signs the contract, which entity runs payroll and which ultimately bears your remuneration costs.

Then record where you will perform the work. A role based in Shenzhen with occasional Singapore visits is different from a Singapore-based regional role involving China business trips. Keep the planned start date and travel schedule with the offer.

If the package is described as “local”, “local plus” or “expatriate”, ask what that means in writing. List the benefits, duration, review conditions and obligations if you leave early. The label alone tells you little about the net outcome.

For founders, separate employment salary from director’s fees, business income and dividends. This guide’s salary discussion does not establish the tax treatment of all payments from your company.

Compare annual cash, CPF and benefits separately

Build both packages in their original currencies first. Include guaranteed payments and show discretionary bonuses or unvested shares separately. If your Singapore contract includes an Annual Wage Supplement (AWS), record it explicitly rather than assuming every contract has a thirteenth month.

Item Singapore package China offer
Base salary and guaranteed payments Annual SGD amount, including contractual AWS where applicable Annual RMB amount and the number of salary payments
Variable remuneration Bonus conditions, commission and equity vesting Target, eligibility, payment date and relocation-year treatment
Personal income tax Annual liability or provision, alongside the payslip Payroll estimate and any later reconciliation
Employee contributions Applicable CPF deductions Applicable Chinese social-insurance and other payroll deductions
Employer retirement provision Employer CPF and any additional plan Voluntary CPF, pension support or replacement benefit, if agreed
Housing and medical cover Benefits currently provided Employer-provided benefits, caps, exclusions and your share of costs
Moving costs Costs you will retain in Singapore Relocation payment, deposits, travel and any repayment clause

Calculate annual cash after employee deductions and the tax you personally bear. Where tax equalisation applies, use the employee’s actual contractual deduction and settlement to avoid subtracting employer-paid tax a second time.

Convert the comparison using a stated SGD/RMB exchange-rate assumption, then test a less favourable rate. Identify who carries exchange-rate risk if your salary is in RMB but your mortgage remains in SGD. Keep retirement contributions outside spendable cash, and avoid counting an employer-paid apartment again as a cash allowance.

Will CPF contributions continue while you work in China?

CPF Board’s employer guidance states that CPF contributions are not mandatory for Singapore citizens or permanent residents working overseas. Employers choosing to continue contributions for employees posted overseas make voluntary contributions under the stated arrangements.

Ask HR whether your offer includes continued CPF contributions, another retirement benefit or a negotiated cash component. Confirm the amount, employee contribution, tax treatment and duration. A reduction in employee CPF deductions may increase monthly cash while reducing retirement savings; the employer’s contribution also belongs in your total-package comparison.

Check the arrangement rather than assuming every trip is overseas employment. CPF Board separately says contributions remain payable for an employee employed in Singapore who goes abroad for overseas training.

Bonuses need attention around a move. The Board’s bonus guidance distinguishes an overseas posting with the same employer from a move to a different legal employer. Have payroll confirm how an outstanding Singapore bonus will be handled.

What Chinese tax and payroll deductions should you expect?

Working in China can generate Chinese taxable employment income even when the salary reaches a Singapore bank account. China’s rules for individuals without domicile address salary attributable to Chinese work periods, allocation between work periods and special rules for directors and senior managers.

Ask the China payroll team for a calculation based on your actual salary, benefits, expected residence status, arrival date and work schedule. Request a normal full-year estimate and a separate arrival-year estimate. Have them show the assumptions behind deductions and any bonus or equity treatment.

Chinese social insurance also belongs in the calculation. The foreign-worker social-insurance rules, amended in December 2024, provide for participation by legally employed foreigners in the covered arrangements, with employer and individual contributions under the applicable rules. Treaty exceptions require their own assessment.

Have local payroll identify the applicable contribution bases, rates and any documented exemption. Singapore CPF treatment does not decide Chinese social-insurance liability. Our China payroll guide provides background for the employer-side discussion.

Does moving to China end Singapore income tax?

IRAS distinguishes overseas employment from travel incidental to Singapore employment. Its working outside Singapore guidance says employment income is sourced outside Singapore where you are contracted to be based overseas and render your full employment services wholly outside Singapore. The payment location does not change that conclusion.

The same guidance explains that overseas work incidental to Singapore employment can remain taxable in Singapore. Work performed in Singapore during an overseas employment also needs separate treatment. Ask your adviser to review the contract and workdays, including return visits on which you perform duties.

Where the Singapore–China tax agreement applies, Article 15 addresses employment income. Its short-stay exception combines a presence test with employer-residence and cost-bearing conditions. The presence test uses a twelve-month period; it is not simply the Chinese calendar-year tax-residence test.

Have advisers check treaty residence, the relevant conditions and any relief procedures. Citizenship or fewer than 183 days alone does not establish an exemption.

What does tax equalisation mean in your offer?

Tax equalisation is an employer arrangement whose terms need to be agreed. It does not make Chinese statutory tax rates the same as Singapore’s.

An arrangement may use a hypothetical home-country tax deduction: an amount calculated under the employer’s policy while the employer handles specified actual taxes. Ask for the policy and a worked calculation showing your cash outcome. Confirm who settles differences after the tax returns are completed.

Before accepting, ask:

  • Which salary, bonus, equity and allowances are covered?
  • What home-country assumptions and personal deductions are used?
  • Are CPF, Chinese social insurance or retirement replacement included?
  • Who pays additional tax, and who receives refunds?
  • What happens if the assignment ends early or your residence status changes?
  • Who prepares the returns, and who funds settlement after you leave?

If the employer promises a net salary, define the deductions and benefits included in that promise. Have payroll calculate the necessary gross amount and treatment of employer-paid tax. Do not compare that net promise directly with a gross offer from another employer.

Your residence permit and Chinese tax residence answer different questions

Under China’s Individual Income Tax Law, a person with domicile in China is a resident individual. A person without domicile becomes a resident individual when Chinese residence reaches 183 days in a tax year, which runs from 1 January to 31 December.

Tax domicile is a legal concept involving habitual residence because of household registration, family or economic interests. It is not simply ownership of an apartment. The tax authority’s domicile explanation sets out that distinction.

The residence-permit label does not replace these tax tests. Fewer than 183 days also does not automatically remove Chinese tax on Chinese-source income. Review the tax position alongside the lawful work and residence arrangements. Founders can use our work-permit guide for that separate process.

What the six-year rule actually covers

For qualifying individuals without Chinese domicile, Article 4 of the IIT Implementing Regulations provides an exemption for foreign-source income paid by overseas entities or individuals under the specified residence conditions and filing requirement. It does not provide six years of tax-free salary for work performed in China.

Announcement No. 34 of 2019 looks at the previous six consecutive years, starting no earlier than 2019. A year below 183 Chinese residence days, or a single absence of more than 30 days in a relevant year, affects the continuity assessment. Exactly 30 days does not satisfy “more than 30”; several short trips cannot simply be added into one absence.

For this domestic residence count, a day in China counts when the stay that day reaches 24 hours. Keep exact entry and exit records. Other workday or treaty tests can use different rules, so do not use one count for every calculation. Have the current year and prior-year history reviewed together before relying on the exemption.

Check housing, medical cover and the costs left in Singapore

Ask whether housing is paid directly, reimbursed against documents or supplied as cash. China’s foreign-individual allowance policy allows qualifying resident foreign individuals to choose between specified additional deductions and eligible allowance exemptions under the applicable rules. The alternatives cannot be enjoyed simultaneously, the choice is fixed within the tax year, and the announced extension runs to 31 December 2027.

Have payroll confirm eligibility and supporting evidence before treating an allowance as tax-exempt. A line labelled “housing” on an offer is insufficient.

Check medical coverage against the hospitals you expect to use, geographical coverage, dependants, exclusions and excesses. Obtain actual housing and insurance quotations rather than assuming a standard expatriate budget.

Keep Singapore commitments in the comparison: mortgage payments, family support, insurance and any self-funded return trips. Show refundable rental deposits separately from recurring expenses. If your spouse stays in Singapore initially, budget for both households.

Ask HR for the figures before you accept

Send a request along these lines:

Please provide an annual gross-to-net illustration for my China role, including the arrival year, employee social-insurance deductions, benefits and bonus assumptions. Please confirm the legal employer, the entity bearing my salary costs, CPF or retirement arrangements, and whether tax equalisation applies. If it does, please include the policy, hypothetical deduction and settlement process. I also need to understand support for tax filings and any benefit repayment obligations when the assignment ends.

Keep the response with your contract, assignment letter, payslips, travel records, benefit receipts and tax filings. Review changes in work location, employer or remuneration when they happen.
