To apply for a China Z visa from Thailand as a foreigner, establish whether the visa office can accept your application on your current Thai status, then organise the employer approval and documents from the countries that issued them.
This guide is for non-Thai passport holders living in Thailand who plan to move into ordinary, longer-term employment in mainland China. It covers a particular difficulty for residents with US documents: the degree, FBI background check and any Thai police certificate can follow different routes.
Can a foreign resident apply through Bangkok?
The Bangkok visa centre’s Z checklist includes applicants applying outside their country of citizenship. They must provide valid evidence of legal stay or residence, employment or student status in the country where they are applying.
Before arranging the move, send the centre your nationality, current Thai immigration status, expiry date and proposed Chinese work approval details. Ask whether it can accept your application and which evidence to supply. Long residence in Thailand does not establish that an old visa or permission is still valid.
Use the Bangkok centre’s official website for the current contact details. If you are temporarily visiting Thailand, explain that position clearly. The published legal-stay requirement is not a guarantee that every visitor’s work visa application will be accepted.
Ask the Chinese employer to check the intended visa application location in its work permit submission or issued notification. Resolve any mismatch with the issuing authority and receiving visa office before booking a trip for passport submission.
Start with the Chinese employer’s work permit application
The employer normally prepares the Chinese work approval before you apply for the Z visa. Hainan’s official work permit guide describes employer submission and the notification letter issued after approval.
Have HR give you a checklist for the actual job, city and application route. A school’s willingness to employ you, or a qualification used for teaching in Thailand, does not by itself establish eligibility for the proposed Chinese role. The job and applicant must meet the Chinese work permit requirements.
List the documents by issuer:
| Document | Where to begin |
|---|---|
| Passport and Thai stay evidence | Your current identity and lawful immigration status |
| Degree certificate | The awarding institution and the country responsible for verification or authentication |
| Criminal-record evidence | The Chinese work permit office’s requirement for nationality or ordinary residence |
| Previous employment evidence | The employers that can confirm your actual role and experience |
| Work permit notification | The Chinese employer and issuing work permit authority |
This is a planning list for HR’s work permit submission. It does not mean every item is a separate visa-centre upload requirement.
Does China require a home-country check, a Thai check or both?
Ask this before ordering either certificate. Give HR a dated residence history and have the work permit office identify the country and type of criminal-record evidence it needs.
The Hainan guide refers to criminal-record certification from the home country or country of ordinary residence. That does not establish a universal requirement for two certificates from everyone who has lived in Thailand, or that a Thai certificate automatically replaces a US check.
For a US citizen, clarify whether the receiving office wants an FBI Identity History Summary, a state-level record or another specifically accepted document. Those have different issuing and authentication authorities. Also confirm any required issue-date window and translation.
If Thai evidence is required, the Royal Thai Police Clearance Service Center is responsible for police clearance certificates for applicants in Thailand and abroad. Check its current procedure for non-Thai applicants, including evidence of your Thai immigration history and the purpose of the request. A domestic background check arranged for a Thai employer should not be assumed to meet the Chinese authority’s requirement.
US documents: arrange the correct process while in Thailand
A US degree and an FBI result use different authorities
The Chinese Embassy in the US confirms that, since 7 November 2023, US public documents within the Apostille Convention’s scope can be used in mainland China with a US apostille rather than the former consular authentication chain. The receiving Chinese authority still decides whether the document’s content, format and translation satisfy its requirement.
USAGov’s authentication guidance distinguishes state-issued documents from federal documents. Federal documents go through the US Department of State; the appropriate state authority handles relevant state documents.
For your degree, contact the university’s registrar and the relevant state apostille office about the accepted certified or notarised version and submission method. Have HR confirm that this is the degree-verification route the Chinese work permit office accepts. A notary’s stamp alone may not complete the required process.
An FBI Identity History Summary is a federal document. The FBI directs applicants who need an apostille to the US Department of State. Its apostille processing is a separate step from obtaining the FBI result.
Can the fingerprints be taken in Thailand?
The FBI’s current guidance allows a completed fingerprint card to be mailed directly to the FBI, including where the request was initiated electronically. It requires current fingerprints and accepts its downloadable FD-1164 card.
The Thai Police Clearance Service Center lists fingerprinting services. Ask whether it can take prints on the FBI’s required card for this purpose, and confirm the current appointment and identification requirements. Its service listing does not establish that every fingerprint product it offers will meet FBI specifications.
The US Department of State states that US embassies and consulates do not provide fingerprinting services. Do not plan an embassy appointment for that step.
Keep notarisation and apostille separate
The State Department’s federal apostille preparation instructions include FBI background checks and warn against notarising the original federal document. Follow the issuing and apostille authorities’ instructions for the particular record.
For a US document destined for the Chinese work application, specify mainland China as the country of use. Your present address in Thailand does not determine that destination.
Confirm mailing, representation and return-document arrangements with the university, state office or federal office before deciding that you need to fly back to the US. Do not assume that a Bangkok notarial appointment can replace those procedures.
Thai documents and the Apostille transition
As of 13 October 2026, Thailand’s accession has not yet taken effect. Thailand deposited its instrument of accession on 30 June 2026. The HCCH status table lists 28 February 2027 as the entry-into-force date, consistent with the Thai Ministry of Foreign Affairs announcement.
For Thai-issued documents to be used in China before that transition, follow the Chinese Embassy in Thailand’s legalisation instructions. They describe the appropriate local notarisation or certification, Thai Ministry of Foreign Affairs authentication and Chinese consular legalisation. Some English-language Thai government documents can go directly to the Thai MFA stage.
Confirm the route for the actual document, including translation and submission requirements. A Thai police certificate and a US degree should not be placed under one generic “Thailand apostille” order.
If you will submit after 28 February 2027, recheck the Convention’s application between Thailand and China, the Thai issuing procedure and the Chinese receiving office’s requirements. The future date alone is not a complete filing checklist.
Complete the Bangkok visa application after the documents are ready
For ordinary employment, the Bangkok Z checklist lists a copy of the Work Permit Notification Letter. Also prepare the passport with at least six months remaining, photographs meeting the current specification, legal-stay evidence and any relevant previous-passport or nationality-history material.
The centre’s application procedure, displayed with an August 2026 date, instructs applicants to complete the online form and wait for preliminary review. When the status is “Online Review Completed,” follow the submission message and print the required confirmation and signed pages. Bring the passport, photo and other supporting originals or copies if specifically requested.
Check the current fingerprint requirements for your case. The centre has a separate notice extending a short-term visa exemption through December 2026. Its general procedure page still contains an older exemption deadline. Do not treat the temporary short-term exemption as automatic permission to submit an ordinary long-term Z application by post.
Visa fingerprints and fingerprints for an FBI or Thai police check are different submissions. Completing one does not complete the others.
Allow for online review and passport processing separately. A report of a few days or weeks from another applicant does not give your employer a reliable start date.
Can you move directly from Thailand to China?
A direct move can be possible when the Thai application location is accepted and the required work approval, visa and documents are completed. Establish those points before making a return trip home solely for the application.
For the usual longer-term Z route, China’s Foreign Ministry instructions require a residence application within 30 days of entry, except for visas specifically annotated to allow a 30-day stay after entry. Have HR schedule the work permit and work-related residence procedures and confirm when you may begin the actual job.
Keep the expiry of your Thai permission, document acceptance windows and Chinese approval dates together in the plan. If the processing timetable changes, revisit the travel and employment start dates.
Thai passport holders should use the requirements for their nationality. The Chinese Embassy’s visa guidance says employment requires the appropriate prior visa; the short-visit visa-exemption arrangement does not authorise taking up an ordinary job in China. Foreign residents do not acquire a Thai passport’s visa treatment merely by living in Thailand.
Zhongzhi Hainan can help review the China-side work permit preparation, intended role and document checklist. Send your nationality, current Thai status, Chinese job location and a list of document issuers. If you will work through your own Chinese company, our foreign founder work permit guide covers that route. Thai investors also assessing an entity can use our setup guide from Thailand.
