China Work Visa for Filipinos: Notification Letter and OEC Checks

By Zhongzhi International Published 9 min read

For Filipinos applying for a China work visa, getting the right work approval document from the employer is an early step. You also need to establish where you will apply and what Philippine overseas-employment processing applies before departure.

This guide covers ordinary, longer-term employment in mainland China. It addresses three common situations: applying in Manila, receiving a document that HR calls a “work permit,” and already living in China on a family-related residence permit. Short-term assignments, performances and other special work categories have their own requirements.

China work permit vs notification letter: what has HR sent?

Ask HR for the document itself. “The permit is ready” can mean several things.

Document Its role
Notification Letter of Foreigner’s Work Permit — 外国人工作许可通知 Approval used to support the work visa application in the usual overseas route
Foreigner’s Work Permit — 外国人工作许可证 Work authorization administered by the competent Chinese authority; confirm the current issued record and its scope
Z visa Entry visa for work, issued by the Chinese consular authority
Work-related residence permit Residence document issued by the local public-security exit-entry authority in China
OEC or an applicable documented exemption Philippine overseas-employment departure processing, administered separately through DMW

Hainan’s official work permit guide describes the usual overseas application: the prospective Chinese employer submits the work permit application, and the approved notification letter supports the work visa application. The later work and residence procedures still need to be completed.

If HR has sent an already-issued permit instead of a notification letter, send its details to the visa application center and ask whether that document is accepted for your case. Different approval documents can serve different categories. Avoid asking HR to cancel an existing approval until the issuing authority and visa office have established what needs correcting.

Check the employer, position and application location

Before filing, confirm:

  • the legal Chinese employer and the city where you will work;
  • the actual position, duties and contract;
  • which work approval has been issued and whether it is still valid;
  • the passport details in the approval; and
  • the intended visa application location.

Have HR confirm that your qualifications and the employer’s permissions fit the actual job. This matters for teaching and other regulated roles. A job offer alone does not establish eligibility for a work permit.

If the notification letter or application record specifies a mission or location that does not match your plan, ask HR to contact the issuing work permit authority about an amendment or another appropriate procedure. Separately, ask the intended visa office whether it can accept your application and that approval document.

For example, if you are already in China and want to apply in Hong Kong rather than the Philippines, confirm acceptance before arranging the trip. Choosing a different center on a website does not resolve an inconsistent work approval record. Check any stay or residence evidence the receiving office requires from an applicant who is not locally resident.

Prepare the Manila Z visa application

Use the Manila visa center’s Z visa checklist, dated 24 August 2026. For a typical adult employment application, prepare:

  • your original passport with at least six months remaining and two blank visa pages, plus the required copies;
  • the completed, signed application and confirmation page;
  • the specified recent photograph;
  • the relevant work approval document, such as the notification letter; and
  • a copy of the contract signed by both parties and bearing the required stamp.

Also check requirements for old passports, previous Chinese visas and any relevant nationality or name-change history. The center can request additional evidence.

The checklist covers several work categories. Have the center confirm the approval document for yours; a signed employment contract by itself should not be treated as proof that the Chinese work approval is complete.

Complete online review before going to the center

The Manila online application guide sets out this sequence:

  1. Select Manila, complete the form and upload the supporting materials.
  2. Monitor the application and respond to requests for corrections.
  3. After online approval, print the Visa Application Certificate and take the required documents to the center.

The guide specifies image-file uploads rather than PDFs. Check the current upload instructions before converting your documents.

An online “Rejected” status can accompany a request to correct or add materials. Read the message and follow the resubmission instructions. Passing this preliminary review is not the final visa decision.

The Z visa checklist also states that Express and Rush service are unavailable for Z applicants. Allow time for both online review and physical processing when discussing a start date with the employer.

Already in China on a marriage or family residence permit?

Check whether your current document is a visa or a residence permit, its stated purpose and its expiry date. A family-related residence permit can allow you to live in China while you pursue the appropriate work authorization; it does not itself authorize ordinary employment.

Article 41 of China’s Exit and Entry Administration Law requires the applicable work permit and work-related residence document for foreign employment. An employer should confirm both before you start work.

An in-country application may be available. For example, Shanghai’s February 2026 work permit guide includes certain foreign spouses and children of Chinese citizens, and of foreigners with permanent residence or work status, who hold valid visas or residence permits.

That Shanghai guide does not establish how a Shenzhen, Hainan or other city will decide your case. Ask the employer’s local work permit authority and the local exit-entry office whether you qualify for an in-country work permit application and the required residence change. The National Immigration Administration’s residence permit guide also distinguishes applications following Z entry from those based on other entry categories.

Get the two offices’ requirements before deciding that you must return to the Philippines—or that you can complete everything without leaving China. Keep your current stay lawful while the application is being assessed.

Prepare Philippine documents for the Chinese work application

The Chinese employer’s work permit submission is a separate document review from your Manila visa application. Ask HR for a checklist suited to your role, application route and document-issuing countries.

If HR needs a Philippine degree, criminal-record document or another public document, confirm the required form, issuing authority, validity and translation before arranging authentication.

The Chinese Embassy’s apostille notice states that, from 7 November 2023, Philippine public documents covered by the Convention use a Philippine apostille for mainland China rather than Chinese consular authentication. It also says an apostille does not guarantee acceptance by the receiving authority.

A degree issued outside the Philippines needs its own document-country assessment. Your Filipino passport does not make every document Philippine-issued.

OEC and DMW processing: handle the Philippine side early

A Chinese Z visa addresses the Chinese entry application. It does not complete Philippine overseas-employment processing.

If you will depart the Philippines for work in China, establish your category with the Department of Migrant Workers (DMW): agency hire, direct hire, returning worker or another applicable arrangement. Start through the official DMW portal, and confirm the clearance or exemption you need for that departure.

Direct hire is subject to approval

Finding the employer yourself does not automatically mean you can use the direct-hire route. DMW Region 2’s August 2026 reminder for direct hires and returning workers describes eligible direct hires, document submission through POPS Direct and evaluation for Direct Hiring Clearance.

Ask DMW to confirm the employer’s eligibility and the current checklist. Tell your Chinese HR team early that the Philippine process may require its participation, employment documents and contract processing.

Returning workers have a different route. The same reminder provides for an OEC exemption where the worker qualifies; eligibility should be checked against the current employment record. A new employer or changed jobsite needs to be assessed rather than treated as an automatic exemption.

Contract processing is different from an apostille

DMW’s direct-hiring FAQ, questions 8–9 distinguishes employment contract verification or Philippine embassy acknowledgment from an apostille.

For a mainland China job, ask DMW and the Philippine office responsible for the jobsite which contract procedure applies, who must sign or appear, and which current form to use. Confirm the office’s jurisdiction; an instruction for a Hong Kong job is not automatically the mainland China procedure.

Keep the approved contract, Chinese work documents and DMW employment record consistent on the employer, position and jobsite. If you are already abroad, ask how your current circumstances affect registration and any future departure from the Philippines. Do not assume that everyone must make an immediate trip home solely because another applicant did.

Plan the steps after entering China

For the usual longer-term Z route, the Chinese Foreign Ministry’s visa instructions require the residence application within 30 days of entry, with an exception for visas specifically annotated to allow a 30-day stay after entry.

Have the employer schedule the work permit and residence procedures appropriate to your case. Keep the entry date, accommodation registration, document checks and residence deadline in one calendar. Confirm when the required approvals will allow you to start the actual job.

If you are setting up and working through your own company, our China work permit guide for foreign founders covers that Chinese-side route. Company ownership alone does not settle personal work authorization or Philippine departure requirements.

For Chinese employers hiring Filipino staff, Zhongzhi Hainan can help review the China-side employer setup and work permit preparation. Our guide to hiring employees in China explains the employer’s broader responsibilities. Philippine contract processing and departure clearance remain with the competent Philippine authorities.

What to send HR when the file is unclear

Use a short, specific request:

Please confirm the exact title, issuing authority and current status of my Chinese work approval document. I intend to apply in [location] and currently hold [visa or residence status]. Can you confirm with the work permit authority whether this route is appropriate and whether the application location needs correcting? I also need the signed contract and employer documents required for my Philippine DMW processing. Please identify who will coordinate each part and the remaining steps before I can start work.
